New Jersey Future Statement on S3688 to Curb Warehouse Sprawl
Trenton, May 20, 2021—New Jersey Future Executive Director Peter Kasabach released the following statement on S3688, which would provide for regional economic impact and land use reports and review by affected municipalities for certain proposed retail warehouse developments, which was released from the Senate Budget and Appropriations Committee on Thursday:“While New Jersey has made great strides to curb housing sprawl, communities across the state are now confronted with warehouse sprawl. In response to a number of applications to construct warehouses in inappropriate locations—which would contribute significantly to increased air pollution, local traffic, infrastructure costs, and loss of open space—Senate President Sweeney and Senator Singleton introduced legislation to curb warehouse sprawl.“New Jersey Future supports the bill considered today, specifically that it recognizes that warehouse demand is increasing and is a threat to smart land use decision-making. The regional approach to project planning and development determinations, and expanded development notice requirements would increase transparency between municipalities, which are so interconnected in our dense state. Additionally, we appreciate that this bill acknowledges the importance of the State Planning Commission to set regional review parameters and act as arbiter. The State Planning Commission can provide a uniform and robust process for mediating regional concerns, and could in fact be used for other large developments with regional impacts.
“While there appears to be broad agreement that New Jersey needs to embrace a more regional approach to planning, there is still work to be done to determine how that should happen. In the end, we all want to see these massive developments located appropriately with as little disruption to commerce as possible, and I am confident that we can find a solution.”
