New Jersey Leads Nation in Complete Streets Policy Progress, According to New National Report
TRENTON, NJ, July 7, 2025—New Jersey communities are setting the pace nationwide for safer, more equitable, and climate-resilient streets, according to the newly released Best Complete Streets Policies 2025 report from Smart Growth America (SGA). The report, which evaluates Complete Streets policies adopted in 2023 and 2024, names Asbury Park and Red Bank among the Top 10 policies nationwide, and highlights New Jersey as the state with the most local policies recognized (13 total).
The bi-annual report uses a comprehensive 100-point scoring system to evaluate policy strength, equity, accountability, and vision. New Jersey earned additional recognition with a dedicated chapter that outlines what’s working—and where there’s room to grow—when it comes to advancing Complete Streets strategies that prioritize all users, regardless of age, ability, income, or mode of transportation.
“This national recognition reinforces what we already know: New Jersey communities are innovating to make their streets safer, healthier, and more inclusive,” said Peter Kasabach, executive director of New Jersey Future. “We’re proud to see local leaders advancing bold, thoughtful policies that reflect both community needs and a commitment to long-term resilience.”
While SGA’s scoring framework does not explicitly evaluate stormwater infrastructure, the report does acknowledge its growing importance. San Antonio, TX, which earned the top spot nationally, integrates green infrastructure and stormwater management into its Complete Streets approach—an area in which New Jersey is also making strides.
The report features case studies on implementation strategies, incentive structures, and public engagement, with insights from a variety of urban and rural contexts. Notably, New Jersey’s inclusion in a full chapter offers both validation and a roadmap for continued progress statewide.
